Despite an energy policy to promote the use of renewable energies, the actions conducted by the Madagascan government for the implementation of affordable green energies are still inadequate. At the same time, access to electricity in the rural environment remains very low, reaching a mere 7% in 2009. Furthermore, the few electrification installations that have been set up exist thanks to generators, which are ill suited to the limited payment capacities of rural households.

The BOREALE project consists of providing power to 8 rural communities in the Anosy and Androy regions by using solar and wind energy. This project will therefore help to improve the living conditions of approximately 20,000 people and the quality of basic social services, in addition to developing local economic activities.

The spin-offs of this project will then be analysed in order to import and distribute more widely this type of initiative on a more global scale.
